Welcome to McKinnell Consulting
Anne McKinnell is a Victoria-based independent consultant who specializes in business analysis and project management for software development projects. Anne is particularly adept at working with clients to gather business requirements for web applications. She uses an approach known as Rapid Agile Business Systems Analysis, which is a methodology used to identify each event, its objects and attributes, in order to develop a complete set of functional requirements.
Anne has twelve years of experience in business analysis, business process improvement and communications. She has eight years of experience in software development including interaction design, software testing, software documentation, online user assistance and project management. She also has web development skills which she uses on the odd smaller project, mostly to keep up to date on emerging technology.
Anne is an effective communicator, has expert writing skills, and is a sensitive and diplomatic leader. She has formal education in project management and business analysis with particular emphasis on public sector management. Anne is experienced at facilitating workshops, developing policy and procedures, designing and charting business processes and conducting training. She has worked effectively as a member of both large and small teams.
Anne's recent projects have focused on supporting electronic service delivery for public sector services. On the Integrated Drivers and Vehicles Project (iDRIV) for the Government of Yukon, Anne was responsible for facilitating business requirements workshops, writing use cases, and developing the screen designs. In the development phase of the project, Anne was responsible for managing the test effort including writing test plans, writing test cases, leading the test team, developing a defect tracking mechanism, conducting system testing, and documenting test results.
On the Business Corporations Act Project at the Corporate Registry, Anne used her business analysis skills in designing and implementing the user interface for Corporate Online, one of BC Government's largest web applications, which enables the public to submit company filings and pay fees over the Internet. This required extensive interaction with client staff, facilitating numerous meetings, and managing diverse and sometimes diametrically opposing staff views. Anne also developed a help system and flash demonstrations to facilitate e-learning for Corporate Online. In addition, she prepared test cases, conducted system testing, documented test results, and tracked the test status using a defect tracking system.
Her work on the user interface and extensive help system contributed significantly to the Corporate Online application winning the 2004 Public Sector IT Award and Premier's Award for Excellence.
Corporate Online and iDRIV were both extensive projects which represent over 5 years of work.
Anne’s experience demonstrates her accomplishments in planning, organizing and leading projects through to successful completion. This, combined with her communication skills, makes her a valuable asset to any team.
